Li graduated from the University of Science and Technology Beijing in June 2007 with a doctorate degree in environmental engineering. From 2009 to 2011, Li was engaged in scientific research at the post-doctoral mobile station of Environmental Science and Engineering of Tsinghua University. His main research direction was water pollution control and solid waste recycling.

Li has presided over and participated in more than 20 vertical topics such as the National Science and Technology Support Plan, the National Natural Science Foundation, and the key research and development projects of the Hebei Provincial Department of Science and Technology. The research results won 2 second prizes and 2 third prizes of Hebei Province Science and Technology Progress Award. Among them, the research result of "Development and Application of Key Technologies for the Harmlessness and Resource Reuse of Antibiotic Bacteria" won the second prize of Hebei Science and Technology Progress Award in 2018 (First place). Li also participated in the compilation of the national standard "Upstream Anaerobic Reactor" (JB/T 10669-2006) and 4 local standards. More than 60 patents have been applied for, and more than 40 authorized patents have been obtained. Published more than 200 research papers, including more than 60 papers included in SCI; participated in the editing of 2 books.

Over the years, Li has been focusing on industry-university-research cooperation and the transformation of scientific and technological achievements. The research results have been promoted and applied in more than 30 domestic pharmaceutical, chemical, food and other manufacturing enterprises, which have played an important role in the sustainable development of enterprises and achieved good economic benefits, environmental protection benefits and social benefits.
